Abstrak
Government policy on tourism in national development by exploiting the cultural capital of each ethnic group in Indonesia, each region such as race utilize local wisdom into tourism attraction. To legitimize the action, each local government given the freedom to make political policies or local regulations (Perda) to the successful development of tourism. In Bali for example, cultural capital of Hinduism is imbued as a tourist attraction is set by “Perda No. 1 Tahun 1974”, later amended to become “Perda No. 1 Tahun1991” on Cultural Tourism. In this legislation mentioned Cultural Tourism is the type of tourism development in the development and use of local Balinese culture is imbued with Hinduism, which is part of the National Culture as a potential basis of the dominant, in which one dream implied the existence of reciprocal relationships between tourism with culture so that both increases in harmony, harmony, and balance. Operation of cultural tourism is to introduce, utilize, conserve and enhance the quality of objects and attractions, to maintain the norms and values of religious culture and natural life of Bali an environmentally sound life, prevent and eliminate the negative influences that can be caused by activities tourism. With the enactment of such legislation, like the opinion of Gramsci, hegemony, and indeed there has been domination of the state of the diversity of culture and life of the community.
